  1. General concept of the programme

2.1. Introductory part

The terms of reference are formulated by the state customer, the Science Committee, the Ministry of Science and Higher Education of the Republic of Kazakhstan. The programme is aimed at creating a system to support the agrotechnical activities in crop production based on a set of monitoring systems, including unmanned aerial platforms and artificial intelligence methods, in order to increase the efficiency of agricultural production. It is planned to create a system that, based on satellite and low-altitude remote sensing based on unmanned aerial platforms, will improve the efficiency of monitoring and administration of precision crop production processes. The satellite monitoring system will be organized on the basis of publicly available and specialized satellite products. The low-altitude monitoring system will be implemented on the basis of a specialized UAV equipped with a set of high-resolution cameras of various spectral ranges. The obtained data will be used to solve the tasks of mapping the underlying surface, classification and recognition of zones that require additional agrotechnical processing in order to increase the yield of forage crops.

2.2. The aim of the programme

The aim of the programme was formulated by the Higher Scientific and Technical Commission of the Science Committee of the Republic of Kazakhstan and defined in Scientific and Technical Task No. 54 entitled: “To create a support system for agrotechnical measures in crop production based on a complex of monitoring systems and artificial intelligence methods, which ensures an increase in the efficiency of forage agricultural production”. According to the requirements of the tender documentation, the applicant is obliged to ensure complete and accurate fulfilment of the objectives of the technical specifications and their changes are not allowed.

2.3. Programme Tasks

In accordance with the tender documentation in order to achieve the goal of the programme, tasks (1-7), formulated by the Customer in Scientific and Technical Task No. 54 (Appendix A), must be solved; the changes of them by the Applicant are not envisaged. To solve the tasks, the Applicant formulated the following subtasks:

Task 1 (Scientific and Technical Task No. 54): Development of an unmanned aerial platform for monitoring large areas of agricultural fields (up to several hundred hectares during one flight) and a complex of on-board mounted data collection systems.

Task 2 (Scientific and Technical Task No. 54): Development of infrastructure hardware components, including the use of supercomputer technologies that ensure the use of unmanned aerial platforms and large amounts of data obtained during monitoring.

Task 3 (Scientific and Technical Task No. 54): Development of software tools for segmentation of areas requiring increased attention of specialists using satellite images and high-resolution images obtained from UAVs.

Task 4 (Scientific and Technical Task No. 54): Development of software tools for planning flight routes and moving auxiliary systems in the monitoring process.

Task 5 (Scientific and Technical Task No. 54): Development of software tools for determining the phase of crop development, forecasting yield, and the degree of oppression of useful plants.

Task 6 (Scientific and Technical Task No. 54): Development of a cartographic system for displaying the received data and the results of their processing.

Task 7 (Scientific and Technical Task No. 54): Development of a set of measures to train users of the monitoring system and the application of the obtained scientific results and technical solutions in the process of training specialists.

Task 8: Preparation of the reports on the programme and publication of articles in scientific journals in accordance with the requirements of the tender documentation.
